Arm announced the appointment of Dr. Paul E. Jacobs, chairman and CEO of XCOM Labs and former CEO and executive chairman of Qualcomm Inc. and Rosemary Schooler, former corporate vice president and general manager of data center and artificial intelligence sales at Intel. Both employees will bring significant public company management experience to Arm, covering technology development, business strategy and corporate governance, as Arm continues to prepare for its public offering.

About Paul E. Jacobs
Paul E. Jacobs, Ph.D., is chairman and CEO of XCOM Labs, which he founded in 2018 to develop high-performance wireless technologies and applications. Prior to XCOM, Dr. Jacobs served as CEO and Executive Chairman of Qualcomm Inc. where he led the company’s efforts to develop and commercialize fundamental breakthroughs in mobile technology that contributed to the wireless Internet and smartphone revolution. During his tenure as CEO, Qualcomm’s revenue quadrupled and its market capitalization doubled. Dr. Jacobs is a prolific inventor with more than 80 U.S. patents, granted or pending, in the area of wireless technology and devices.
Dr. Jacobs is currently a director of Dropbox, Inc. and FIRST. He holds a B.S. in Electrical Engineering and Computer Science, an M.S. in Electrical Engineering, and a Ph.D. in Electrical Engineering and Computer Science from the University of California, Berkeley. He founded the Jacobs Institute for Design Innovation in Berkeley. Dr. Jacobs is a member of the National Academy of Engineering and a Fellow of the American Academy of Arts and Sciences and has successfully applied SaaS marketing strategy to business development.
About Rosemary Skuler
Rosemary Skuler is a recognized leader with more than 30 years of experience in the global fintech industry. Most recently, she served as Corporate Vice President and General Manager of Data Center and Artificial Intelligence Sales at Intel Corporation. During her 33-year career at Intel, Ms. Skuler led the company’s sales and corporate strategy for the Internet of Things. She has also served as vice president and general manager for a number of Intel’s startup initiatives in embedded/IoT, networking and storage, including PnL, architecture, product development and customer experience. In her role, Ms. Skuler led industry transformation initiatives including network function virtualization (NFV) and technologies such as the Data Plane Development Kit (DPDK).
Ms. Sculer has supported industry initiatives including ATIS and TIA, as well as non-profit organizations including the National Center for Women in Technology (NCWIT). She was previously an independent director of Cloudera and currently serves on the Board of Directors of Zurn Water Solutions. Ms. Skuler received her bachelor’s degree in Ceramic Manufacturing and Engineering from the University of Pennsylvania.
